Online casinos are legal in Moldova, but the regulatory framework is complex and primarily controlled by the state. Under Moldova's gambling legislation, specifically Law no. 291 of 16.12.2016, the country permits various forms of gambling activities including casino operations and games of chance through electronic communication networks (1). However, most online gambling activities fall under a state monopoly system that has been in place since 2011.
The Moldovan government maintains strict control over the gambling sector through the Joint Stock Company "National Lottery of Moldova," which manages all gambling activities that constitute the state monopoly (2). While land-based casinos can operate with proper licensing from private entities, online gambling services are largely monopolized by the state. The National Lottery of Moldova remains the primary licensed online gambling operator in the country, with foreign operators accessible to players but without official domestic regulation.
"The state monopoly includes the activities mentioned above in the letters b)-e), except the maintenance of casinos. The management of gambling activities, which constitute a state monopoly, is carried out through the Joint Stock Company National Lottery of Moldova."
Despite the monopolistic structure, Moldovan citizens can legally access international online casino platforms, as there are no laws explicitly prohibiting players from using foreign gambling websites. The minimum legal age for casino gambling in Moldova is 21 years, while lottery and betting activities are permitted from age 18. The regulatory environment continues to evolve, with the Ministry of Finance maintaining oversight of licensing and taxation matters within the gambling sector.
